THE CIRCUIT COURT OF FLORIDA, SEVENTH JUDICIAL CIRCUIT IN AND FOR FLAGLER, PUTNAM, ST. JOHNS, AND VOLUSIA COUNTIES

Re: Regulation of Courthouse Premises for Petitions, Demonstrations and Protests

Ref: G-2022-002-SC

      WHEREAS, it has been determined that the chief judge, through the exercise of his/her administrative authority, has the inherent power to regulate the use of county courthouses, and

      WHEREAS, it is incumbent upon the Court to maintain order, integrity and decorum in those areas surrounding the courthouse in order to ensure that court matters are allowed to proceed without undue disruption, delay, or inappropriate influence, and

      WHEREAS, the Court must also strive to ensure the safety of court personnel, attorneys, litigants, jurors, and the general public while using court facilities;

      NOW THEREFORE, I, JAMES R. CLAYTON, Chief Judge of the Seventh Judicial Circuit, hereby order that individuals or groups who wish to solicit signatures on petitions, demonstrate, or protest on court premises must adhere to the following conditions:

  1. Activities such as petition drives, demonstrations, protests, and the like are restricted to outdoor areas of court facilities;
  2. Such activities must be held a safe distance from any courthouse entrance and may not impede the orderly flow of pedestrian or vehicular traffic;
  3. Persons participating in or sponsoring such activities are required to comply with applicable municipal codes or county ordinances regulating said activities.
