IN THE CIRCUIT COURT OF FLORIDA, SEVENTH JUDICIAL CIRCUIT IN AND FOR FLAGLER, ST. JOHNS, PUTNAM AND VOLUSIA COUNTIES

Re: ESTABLISHMENT OF COURT EMERGENCY MANAGEMENT GROUP

Ref: G-2022-004-SC

        WHEREAS, the Supreme Court of Florida established a multi-disciplinary Work Group on Emergency Preparedness to develop recommendations that would ensure the safety of court employees and visitors while allowing the state’s courthouses to remain operational during emergencies, and

        NOW THEREFORE, I, JAMES R. CLAYTON, Chief Judge of the Seventh Judicial Circuit of Florida, hereby establish a Court Emergency Management Group (CEMG) in the Seventh Judicial Circuit.  The Chief Judge of the Seventh Judicial Circuit shall serve as chair of the CEMG and the Court’s Emergency Coordinating Officer (ECO) and Alternate ECO shall also be members.  Membership of the CEMG shall consist of the following:

  • Chief Judge (chair)
  • Administrative Judges (Flagler, Putnam & St. Johns)
  • Court Administrator (ECO)
  • Deputy Court Administrator (Alternate ECO)
  • State Attorney, or designee
  • Public Defender, or designee
  • Clerks of Court, or designees (Flagler, Putnam, St. Johns & Volusia)
  • Sheriffs, or designees (Flagler, Putnam, St. Johns & Volusia)
  • Emergency Mgt. Directors, or designees (Flagler, Putnam, St. Johns & Volusia)

Additional members may be added to the CEMG by the chair.  The CEMG will meet at the discretion of the chair to discuss issues and make policy decisions concerning preparing for, responding to, and recovering from emergencies.

        IT IS FURTHER ORDERED that Court Emergency Management Teams (CEMT) may be formed in each county of the Seventh Judicial Circuit for purposes of implementing policies developed by the CEMG.  The Administrative Judges of the respective counties shall serve as chairs of said Teams.
